Currently Hiring: Compliance Specialist - Senior Associate

Affordable Housing Compliance Services is currently accepting applications for a Compliance Specialist - Senior Associate. 


Job Responsibilities: 

  • Review, monitor, and ensure property compliance with all Housing Finance Corporation and Public Facility Corporation reporting requirements and regulations. 
  • Work closely with Compliance Specialist Regional Managers in the review and distribution of compliance reports to various state and local governmental agencies.  
  • Conduct property file audits and review property procedures surrounding local and state  housing programs. 
  • Identify audit findings, assist in correcting any non-compliance, and communicate those findings and resolutions to Clients and the Compliance Specialist Regional Managers.  
  • Reviews and monitors changes  in regulatory and reporting provisions of local agencies (e.g., TDHCA and HUD). 
  • Work with Clients to disseminate this information to appropriate operations staff. 
  • Monitor and track properties within regional portfolio for overall compliance health.  
  • Work closely with Compliance Specialist Regional Managers to design and develop training collateral surrounding Affordable Housing Program regulations and compliance and deliver to Clients.  


Salary and Benefits

The salary range for this position is $70,000 – $80,000. 


In addition to the base salary, this role may be eligible to participate in a quarterly or annual bonus program based on individual and company performance. Many factors go into determining employee pay and benefit allowances within the posted range, including business requirements, prior experience, current skills, and geographic location. 


Requirements

Must have knowledge of regulatory compliance of all rules and regulations set forth by the State of Texas, TDHCA, and local regulatory agencies.


Location

San Antonio or Austin preferred, but the position will cover Client properties throughout the State of Texas.

Our team of Certified Occupancy Specialists, as accredited by the National Center for Housing Management, is ready to assist by advising and confirming initial and continued compliance with regulations imposed by the United States Department of Housing and Urban Development (HUD) and the Texas Department of Housing and Community Affairs (TDHCA), including eligibility and tenant selection, Section 504, Fair Housing, assets and income determination and calculation, deductions and adjusted income, verification methods, including Enterprise Income Verification (EIV), and requirements for annual and interim recertifications. Audit Oversight of Over 46,000 Units

Affordable Housing Compliance Services' compliance specialists have been responsible for the audit and regulatory oversight of over 46,000 multifamily residential units in the State of Texas, including Extremely Low Income, Very Low Income, Low Income, Workforce, Moderate and Market Rate households.  AHCS has a comprehensive knowledge of the Texas Local Government Code and HUD’s Office of Multifamily Housing guidelines and regulations set forth in HUD Handbook 4350.3 REV-1 and subsequent notices, including rent calculation, eligibility, verification, recertification, screening, and Fair Housing. 

Compliance with Regulatory Agreements

In addition to our understanding of Federal and State of Texas affordable and workforce housing program requirements for Chapter 303 Public Facility Corporations, Chapter 392 Housing Authorities, and Chapter 394 Housing Finance Corporations, our team is able to assist with monitoring and compliance with individual, site-specific Regulatory Agreements or Land Use Restriction Agreements ("LURAs") that were negotiated between the sponsor and their governmental agency partners, which often create additional, tailored obligations in excess of the Federal and State minimum threshold requirements.
